From 1 July to 31 December 2025, Denmark holds the rotating Presidency of the Council of the European Union, assuming a central role in guiding EU policy discussions and legislative progress during a time of geopolitical uncertainty and economic change. As Presidency holder, Denmark is responsible for steering discussions among EU Member States, building consensus, and helping to shape the Union’s legislative agenda across a wide range of policy areas.

Operating under the motto “A strong Europe in a changing world,” the Danish Presidency seeks to promote a vision of the EU as a resilient and proactive actor capable of adapting to complex geopolitical realities. The context for this Presidency is one of growing strategic uncertainty, characterised by intensified global competition, evolving security threats, disruptions in supply chains, and increasing demands on Europe to uphold democratic values, economic stability, and environmental responsibility.

The Danish Presidency’s agenda focuses on strengthening the EU’s capacity to act independently in matters of security and foreign policy, reinforcing the internal market and supporting innovation, and accelerating the transition to climate neutrality. It emphasises that building a more secure and competitive Europe requires strategic investment in both defence and green technologies, along with policies that support economic resilience.

Central to this agenda is the recognition that economic resilience and climate action are interlinked. Denmark aims to advance legislative efforts that not only address the EU’s long-term sustainability goals, but also support its economic and industrial competitiveness. From energy systems to agricultural reform, the Danish Presidency seeks to align environmental ambitions with pragmatic solutions that are fair, inclusive, and deliver measurable impact.

By emphasising unity, action, and shared responsibility, the Danish Presidency intends to help the EU navigate today’s shifting global landscape, with a strong focus on implementing policies that reflect both the challenges and the potential of the European project.
